Tax Credit Review Commission
The TCRC has created 9 sub-committees with Commission members as their Chairs. The sub-committees are:
- Low Income Housing
- Historic Preservation
- Tax Law
- Distressed Communities
- Economic Development
- Social Contribution Programs
- Global Issues
- Agriculture & Environment
- Banking & Insurance
The Coalition along with key members of the Historic Tax Credit business community from around the state is participating in the Historic Preservation Sub-committee. The sub-committee chairs will be providing their recommendations to the Co-Chair’s of the TCRC no later then October 29, 2010.
In early meetings we were provided with 4 goals to be achieved by the TCRC during the review of each of the Tax Credit programs. They are: Protect Missouri’s AAA rating, Create Jobs, Protect people who have already made an investment in Missouri through existing tax credit programs, and to get control of the growing tax credit burden on the state’s budget.
In its current form and with the changes made to the program by HB 191 (Sections 253.550 and 253.559), the Historic Tax Credit Program satisfies the 4 goals expressed by the TCRC. We are actively exploring with the sub-committee how we can further enhance the program while helping Governor Nixon reach his goal of balancing the state budget.
There have been suggestions from all parts of the state on how the Historic Tax Credit program can be changed and enhanced. One common element we have heard from around Missouri is how do we clearify administrative processing so as to create certainty around; required documentation, the programs predictability, and help make the application and review processes more efficient for all participating in the program.
